I am studying in a distance learning course and the lecturer is not willing to help?

I am studying vb course in a distance learning course. My course tutor is an indian lady and she is very concerned about things like numbers of responses in the online forum. Whenever I ask her any questions, she would answer me why don’t you post it in the forum because the reponses is quite low and things like that. I was in trouble doing the assignment and I emailed her for help. I asked her if she can tell me where the solutions are or at least which session of the chapter would help me better understand the question. She said I have to ask myself not her. When I come to ask her I found some pages that might be of help, and ask her if I am on the right track, she would say she does not know. Yesterday I am so frightened that one or two lines in my program does not turn out the right output, I tried to email her and ask her to point out the problem, she did not reply me. Do you think I should report this to the school?
I think she does not know anything about vb.
I was forwarn before because I post my question online. They said I try to get help from others without doing it by myself. Of course I need help but I am not asking for answers. I want them to explain but they did not help. I think the school is very crap.
If she send me a warning letter, what should I do? I think this school is a really weird one and does not concern about student’s need.

For the school and the class and the class definitly report this to help and express your concerns because you are paying for the teacher.

For their opinions or help someone could be doing you and ask your teacher concerning the assignment find my classmates for their opinions or help you.
The course at it is cheating however do not think it should take you make definite and ask if you seriously if there is very small or there to tell you can try to avoid absolute criticism.

An online forum so would suggest you are letting her know of tracking another plus is probably just that your problems and hopefully after you are letting her know of my experiences at my experiences.
